PNGC Power is an Oregon-based electric generation and transmission (G&T) cooperative owned by 25 Northwest electric distribution cooperative utilities with service territory in seven western states (Oregon, Washington, Idaho, Montana, Utah, Nevada, and Wyoming). The cooperative creates value for its member systems by providing power supply, transmission, and other management services. PNGC Power is an aggregator of geographically diverse loads in the region and became the first electric cooperative in the country to receive a power marketing license from the Federal Energy Regulatory Commission. General Responsibilities:
The Director of Human Resources is responsible for managing the day-to-day operations of PNGC Power’s Human Resources department, as outlined below. The Director represents the company in the negotiation and retention of contract providers related to human resources and benefits, as well as the maintenance of policies and documentation. The Director will develop and implement strategies, initiatives, and opportunities, in consultation with the President & CEO, to ensure a high level of employee satisfaction, engagement, and retention, resulting in a positive culture that advances the company’s mission, vision, goals, and objectives.
Essential Duties & Responsibilities:
- Analyze, recommend, and implement effective and economic Benefit programs for the staff. Includes presenting analytics and options to the President & CEO, creating and delivering materials to assist staff during open enrollment, and managing the annual enrollment. Act as benefit administrator with NRECA.
- Manage the recruiting process by working closely with hiring managers. Includes posting positions, managing the recruiting process, coordinating and potentially participating in the interview process and selection of personnel. Conduct reference checks on potential candidates.
- Develop, implement and conduct effective onboarding processes (e.g. Health, 401(k), Pension Plan, Section 125 Plan, payroll, IT, administrative, department overview) that includes ensuring all employees understand PNGC’s mission, vision, goals, company policies and procedures and how all departments help to achieve these.
- Provides employee leadership training, coaching and support and serves as a resource for all employee-related matters.
- Coordinate with the company’s President & CEO, (Chief Legal Officer) CLO, and third-party counsel/consultant, as appropriate, to resolve personnel employment matters, including without limitation, compliance with company policies and procedures.
- Maintain corporate organizational charts, employee database, and salary information.
- Maintain personnel and benefit files for all employees.
- Review, periodically update, continuously educate and help employees comply with the employee handbook and company policies and procedures.
- Coordinate, track and assure compliance with all applicable federal and state human resource and benefit laws, and inform CEO and CLO of potential changes and develop implementation plans.
- Conduct an annual compensation survey recommending a compensation budget to the President & CEO based on the results.
- Create/design, coordinate and assist in the annual review process, including administration of the wage and salary program.
- Develop and implement strategies, initiatives, and opportunities to ensure a high level of employee satisfaction, engagement, and retention, resulting in a positive culture that advances the company’s mission, vision, goals, and objectives.
Minimum Qualifications:
- Undergraduate degree from accredited college or university in human resources or related field is preferred. SHRM or HRCI certification is preferred.
- 8 years related human resources and employee benefit experience is required.
- Ability to independently manage and create high quality work product that fulfills the job duties and responsibilities.
- Ability to communicate effectively, keep confidentiality, and appropriately manage sensitive or difficult situations.
- Demonstrate good judgement and decision-making ability related to sensitive personnel matters.
- Strong leadership skills that promote a collaborative work environment.
- Experience in leadership training and mentoring employees.
Location: This position can be located in either Boise, ID or Portland, OR
